Wastewater Operator - Elk Valley PSD

The Elk Valley Public Service District is taking applications and seeking letters of interest and resumes from highly motivated individuals interested in employment as a Wastewater Class I, Class II, Class III, or Operator in Training.


Requirements include a high school diploma, valid WV Class A or B commercial driver's license, mechanical skills, organizational skills, some computer skills, and must reside within a 30-minute drive from the address below.  A minimum of WV Wastewater Class I Operator's license or the ability to obtain within 1 year of employment is required.


Elk Valley Public Service District offers an excellent benefit package with PEIA health insurance, including vision, dental, life, State Retirement, and AFLAC.  Starting salary will be on an hourly basis around $29,000 per year or higher, plus overtime based on qualifications.

Operations Manager - Berkeley County PSSD

Job Summary:

This is the first line supervisory level class responsible for wastewater treatment operations, including supervising assigned staff.  Under direction, plans, supervises, and reviews the work of staff performing operation and maintenance duties for a wastewater treatment plant, related facilities, and process control laboratory; makes recommendations for action and assists in policy, procedure, and budget development and implementation; performs related duties as required.


Essential Duties and Functions:

  • Plans, assigns, supervises, reviews, and evaluates the work of assigned staff; provides staff training and development; assists in the selection of staff; reviews work for accuracy and compliance with department standards; studies and standardizes procedures to improve department efficiency; participates in necessary disciplinary actions; writes performance appraisals; ensures high level of customer service; provides assistance to staff in resolving problems; ensures safe work methods are followed and appropriate safety precautions and equipment are utilized; and conducts safety meetings;
  • Periodically inspects plant equipment; reviews operating procedures to ensure adherence to maintenance, operation, and safety procedures; performs or directs servicing or repair of equipment; adjusts operating schedules as required to meet changing conditions and emergencies; reads and interprets plant piping and distribution plans; locates and troubleshoots plant malfunctions;
  • Reviews project plans and drawings with staff, making changes based on field observations and operational problems; inspects projects in progress and upon completion; provides technical advice and assistance on problems and unusual situations; maintains records and writes a variety of reports and memos on work performed, materials and equipment utilization, and vandalism; maintains daily and monthly reports; prepares and submits reports to local, state, and federal regulating agencies;
  • Directs preventive maintenance and repair operations, painting, and facility and grounds maintenance activities; evaluates work methods and operations; estimates time and material costs using CMMS; requisitions supplies and equipment; evaluates and institutes changes in work methods and priorities; institutes changes to increase effectiveness to meet department objectives; participates in the preparation of the department budget and monitors expenditures;
  • Assists in selecting employees; develops and establishes work methods and standards; directs and coordinates staff training and development; recommends and implements disciplinary action; establishes and implements safety programs; conducts and coordinates safety meetings;
  • Coordinates work with other agencies and departments; responds to questions and complaints from the public and other agencies; responds to emergency situations;
  • Holds regular meetings with staff to communicate expectations, receive feedback, resolve problems, develop trusting relationships, provide motivation and employee recognition, stay abreast of staff's work activities, and provide required resources for work;
  • Operates copiers and a variety of office equipment;
  • Performs duties in a professional manner and works well with others or in a team setting;
  • Establishes and maintains cooperative working relationships with co-workers, outside agencies, and the public;
  • Regular attendance and adherence to prescribed work schedule to conduct job responsibilities;
  • Observes safe work practices and safety methods; performs other duties as assigned.


Education and Experience:

  • High School Diploma or equivalent required;
  • Any combination of education or experience that would likely provide the necessary knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:  Associate degree in environmental science, biology, water or wastewater technology, or related field;
  • Five (5) years of experience in all phases of wastewater treatment plant operation, as an operator or Lead Operator, including plant process control and troubleshooting, with at least 3 years in a supervisory or lead role;
  • WV Wastewater System Operator (Class 2 or higher) Certification preferred;
  • Current valid driver's license required.

Water Department Distribution Worker - City of Belington

The City of Belington is taking applications for a Water Department Distribution Worker.


A WD, Class I, or higher certification is preferred, but not required.  Applicants must be at least 18 years old with a high school diploma or equivalent.  Requirements also include a valid driver's license and the ability to pass a background check and a drug test.

EPA Technician - WVRWA

This is a part-time position under our EPA Training and Technical Assistance Program.


This position will provide technical assistance to water systems that struggle to achieve compliance with regulations, both operational and administrative.  Other duties include providing training on a variety of topics. 


This position is well-suited for a retired or part-time WV certified water operator, who has good communication skills and a good understanding of water treatment operation and facilities.

Workforce Development Coordinator - WVRWA

WVRWA is seeking an individual to work full-time as our Workforce Development Coordinator to administer our Apprenticeship Program.


Day-to-day operations include:

  • Following the Registered Apprenticeship Standards of Procedure, Affirmative Action Plan, Selection Procedures, and all related documents.
  • Maintain a thorough understanding of apprenticeship requirements.
  • Recruit and promote the WVRWA Apprenticeship Program to potential participation employers and primacy agencies.
  • Monitor the training needs of the participating employer and map out learning and development plans for individuals, teams, and organizations.
  • Analyze training progress and suggest additional training, as needed.
  • Ensure participants are continuously learning new skills by partnering with vendors to provide a special curriculum.
  • Provide specialist advice and support.
  • Ensure implementation of Standards of Apprenticeship by all participating employers and delivery of program activities.
  • Research opportunities for enhanced career pathways based on updated workforce planning.
  • Use the NRWA Apprenticeship Tracking System for all applicants, apprentices, and mentors and update the information in a timely manner.
  • Track and monitor all apprentice OJT hours, mentor evaluations, wage progression, and RTI through the NRWA ATS.
  • Handle all aspects of Registered Apprenticeship compliance reviews.


It's an advantage to have:

  • Previous experience with provision or management of apprenticeship programs.
  • Experience with working in the education, training, and skills sector.
  • The ability to develop and sustain effective working relationships, internally and externally.
  • Excellent communication and interpersonal skills with the ability to engage effectively with a range of audiences and explain specialist information in a way in which a non-specialist can understand.
  • Experience and knowledge of apprenticeships and/or workforce development.
  • Experience with managing and delivering projects.
  • Good planning and organizational skills with proven ability to prioritize and coordinate workloads, monitor and evaluate work, and ensure deadlines are achieved.
