Utility Billing Office Manager

The position of Utility Billing Office Manager is located in the Utility Department of the City of Hurricane, West Virginia. This employee is primarily responsible for the billing of water usage, water special charges, sanitation and storm water charges for services. This employee is supervised by the City Manager. This is a non-exempt position.

The monthly water usage, sanitation and storm water billing process includes but is not limited to entering new customer information into the computer, billing adjustments, meter reading entry, computerized billing statements, preparing statements for mailing, printing and retaining in an orderly manner, all pertinent reports related to each monthly billing process. Prepares meter-reading data for meter readers. Enters deposit information and tracks deposit refunds to include tracking deposit grand totals and determining deposit refund information to be given to the Finance Manager. Bill delinquent accounts for all services. Coordinate activities with South Putnam Public Service District and WV American Water. Determine and prepare cut-off notices on delinquent accounts. Implement meter management for meter change-outs. Resolve customer complaints. Attend training for new utility billing issues and Public Service Commission rules. Other duties as assigned.

Knowledge of the rules and regulations of the West Virginia Public Service Commission. Knowledge of computer and the software specifically used for the utility billing system. Knowledge of the water, sewer and storm water distribution system. Knowledge of all rates and classifications for water and sewer customers. Knowledge of meter sizes, types and capabilities. Knowledge of policies and procedures for the utilities. Ability to recognize changes in customers’ usage volume. Ability to deal with disgruntled customers in a courteous and professional manner. Ability to perform duties without direct supervision by exercising initiative and developing independent judgment in emergency situations. Ability to work under high stress and meet deadlines. Ability to operate office equipment used in the daily functions. Ability to provide clear and concise oral and written communication to customers and within the office environment. Ability to maintain confidentially of customer accounts.

This employee must work independently and be responsible for supervising other employees in the billing department. This employee must make independent judgments relating to customer complaints and potential billing adjustments. This employee must apply Public Service Commission rules and regulations to routine tasks. This employee must be organized in the development and execution of the billing process and must deal with potentially stressful deadlines. This employee must deal with the public face-to-face, in writing and by telephone as well as other employees including administration, co-workers and field crews. This position is primarily in an office setting. This employee remains in an office for the majority of the workday sitting at a desk. This employee must interact with other departments from time to time. This employee must be able to lift up to 25 lbs.and have dexterity and coordination including hand/eye coordination.

Chief Water Operator
